Hiring of a Consultant/firm – To develop a Research Framework for conducting Loss and Damage Study in Pakistan 

1. Background: 

The Loss and Damage (L&D) Fund, established at COP27 (2022) and operationalized at COP29 (2024), marks a  milestone in international climate justice by providing financial assistance to developing countries facing  irreparable climate impacts. Pakistan is one of the most climate-hit countries despite contributing less than 1%  of global GHG emissions. It has faced repeated climate-induced disasters, including the 2022 and 2025 floods.  Flood 2022 affected 33 million people and caused USD 30 billion in economic losses. 

In this context, the Pakistan Red Crescent Society (PRCS), with support from the German Red Cross (GRC) and  funding from the Federal Ministry for Economic Cooperation and Development (BMZ) under the Climate  Advocacy and Coordination for Resilient Action (CACRA) project, aims to undertake a Loss and Damage Study in  3 districts of Pakistan. This study will generate evidence-based insights on the economic and non-economic  losses due to climate-induced disasters suffered by communities in PRCS project areas, assess existing response  mechanisms, and identify financial gaps and opportunities to strengthen national and local resilience. 

2. Purpose of the Assignment: 

The primary purpose of this assignment is to design research tools, methodology, and a road map for the Loss  and Damage Study to be conducted in 2026 in vulnerable districts of Pakistan. The consultant will develop  robust, contextually appropriate data collection tools, define a research methodology, and prepare a  comprehensive road map detailing the study’s approach, scope, objectives, and timelines. This work will lay the  foundation for conducting the full-scale Loss and Damage Study and support the PRCS Technical Working Group  (TWG) on L&D Finance in evidence-based decision-making. 

3. Objectives of the assignment: 

1. Develop research tools & instruments (quantitative and qualitative) for the L&D study. 2. Prepare an Inception Report outlining methodology, research design, sampling strategy,  3. Ensure alignment of the research framework with international best practices on Loss and Damage  assessments (including UNFCCC guidelines) 1. 

4. Scope of Work: 

The consultant will be responsible for the following tasks: 

Phase 1: Desk Review and Methodology Development 

• Conduct a desk review of existing national and international literature on Loss and Damage, including  UNFCCC frameworks, national adaptation plans, and relevant PRCS/GRC/IFRC documents. • Analyze available secondary data from government departments, humanitarian actors, and research  institutions. 

• Develop a conceptual and analytical framework for assessing economic and non-economic loss and damage  in Pakistan. 

Phase 2: Tool Design and Sampling Framework 

• Develop survey instruments, not limited to key informant interview (KII) guides, and focus group  discussion (FGD) tools tailored to different stakeholders (households, government, NGOs, private  sector). 

• Identify and propose sampling methods. 

• Ensure gender-sensitive and inclusive research approaches, integrating perspectives of vulnerable  groups (women, farmers, informal workers, etc.).

6. Duration of Assignment: 

The total duration of the consultancy will be (02) weeks from the date of signing the contract. 

7. Reporting and Coordination: 

The consultant will: 

• Report directly to the Deputy Director-Climate change- PRCS and Program Coordinator-CACRA- in the  German Red Cross 

• Submit all deliverables (draft and final) to PRCS and GRC for review and approval. 

8. Qualifications and Experience: 

The consultant (individual or firm) must have: 

• Advanced degree (master’s or PhD) in Climate Change, Environmental Economics, Development Studies, or  related field. 

• Minimum proven 5 years of relevant experience in conducting research studies, preferably in climate change  adaptation, resilience programming, or disaster risk reduction. 

• Proven experience in research design, tool development, and impact assessment. 

• Familiarity with Loss and Damage frameworks, UNFCCC mechanisms, and Pakistan’s National climate  policies. 

• Strong analytical, writing, and communication skills in English (Urdu knowledge is an asset). 

9. Ethical Considerations: 

The consultant must adhere to the Red Cross and Red Crescent Movement core fundamental principles, including  respect for confidentiality, data protection, informed consent, and do-no-harm principles in all research design  aspects. 

10. Payment Schedule/Method: 

German Red Cross will pay the consultant within 15 days after receipt of the invoice. For payments, the invoice, along with other supporting documents,shall be sent to the German Red Cross Office, C/o Pakistan Red Crescent  Society, National Headquarters, Sector H-8, Islamabad. Payment shall be made in PKR and through cross  cheque/online transfer in favor of Consultant/Firm (name): after the deduction of all applicable government  taxes. GRC shall release 100% payment after the successful completion of the deliverables of the consultancy. 

12. Ownership and Confidentiality 

All data, research tools, and reports produced under this consultancy will remain the property of Pakistan Red  Crescent Society (PRCS). The consultant shall maintain strict confidentiality and not share materials without  PRCS’s prior written approval. 

13. Application 

13.1 Technical Proposal: 

• Statement of Eligibility: 

o Summarizing relevant experiences and qualifications for the consultancy (how and why are you  eligible for this assignment?). 

o Providing 2 references. 

• Technical proposal, including: 

o Summary/outline of the consultant(s) understanding of the assignment. 

o Methodology 

o Timeline for the assignment. 

o Describe the team composition and their relevant expertise and experience, including roles  and responsibilities in this assignment. Attach the CVs of the proposed team.  

o Signed Declaration of Conformity. 

o Signed Terms of Reference (ToRs)  

13.2 Financial proposal: 

o Financial proposals need to be in PKR, inclusive of all applicable taxes.

Financial proposals should show Lump sum fees for consultancy.

14 Selection/Awards:  

Based on an initial ranking as per the criteria stated below, a minimum of 3-5 candidates/bidders with the highest  score will be invited to present their offers in a meeting of approximately. 45 minutes in the English language  with representatives of the evaluation commissioners. In case of a tie for rank 3, both candidates shall be invited  to a detailed interview.  

Note: The bidders are not allowed to present new documents that were not submitted with the offer.  Presentations may not exceed 20 minutes.

PRCS/GRC reserves the right to continue further communication after the submission of quotes via a combination of  media (e.g., post, email, phone). GRC may – but is not obliged to – ask each tenderer individually for clarification  regarding their quote within a reasonable time limit, to be determined by the evaluation committee.  

15. Selection/ Evaluation Criteria: 

The decision for the award of the contract will be determined via credit points assigned to the dossiers submitted  according to the following criteria:  

• The technical approach offered demonstrates a high level of (25%): 

o Understanding the overall task at hand  

o Methodology proposed. 

o Eligibility statement 

o Time frame proposed 

• The presentation (25%). 

Applied scoring system: 

5 points: Fulfilled criteria very well (5 points are being awarded if the bidder’s technical proposal,  presentation, and/or work samples (based on the submitted bid) show excellent indications of  the area relevant to the contract and/or the concept is very well elaborated, and there is  outstanding reference to the subject matter of the performance.) 

4 points: Fulfilled criteria well (4 points are being awarded if the bidder's technical proposal,  presentation, and/or work samples (based on the submitted bid) show good indications of the  area relevant to the contract and/or the concept is well elaborated, and there is good reference  to the subject matter of the performance.) 

3 points: Fulfilled all criteria (3 points are being awarded if the bidder's technical proposal, presentation,  and/or work samples (based on the submitted bid) show sufficient indications of the area

14.4 Contractual details 

Applicants will be requested to sign and abide by the Code of Conduct and the Data Protection Form as part of  the contract. 

GRC will pay the consultant(s) awarded the contract 100% upon completion of the assignment after PRCS / GRC  approval of the final report. The consultant must provide an invoice containing their contact details, the services  provided, bank details, and GST number/ taxpayer ID, and should allow at least two weeks for the processing of  the payment.  

Should there be any additional payment obligations on the part of GRC as agreed in the contract, e.g., related to  travel expenses, the submission of original receipts is required for the payment.
