The purpose of this Request for Proposal (the “RFP '') is to solicit proposals from bidders intereste in providing consultancy services for assessing the current Taxonomy (prepared by ICAP for non-specialized listed companies) and its applicability and extension to cover all other classes of companies or IFRS compliant universal Taxonomy covering all classes of companies in terms of its suitability and efficacy, aligning it with Global IFRS standards, and localizing it as per local laws, rules and regulations for future XBRL implementation at the Securities and Exchange Commission of Pakistan (hereinafter referred to as the “Services”). The RFP is designed to assess whether bidders are able to provide the Services, through a competitive and fair assessment, and select a winning bidder for the Services for a long-term contract.

• Karandaaz Pakistan invites sealed proposals from interested and eligible bidders. Further details on the Services required are provided in the Terms of Reference (Section 4 of this RFP).

• The bidder will be selected under open competitive procedures, in accordance with the Procurement Policies and Procedures of Karandaaz Pakistan (the “KRN Policy and Procedures”). In the event of any conflict or inconsistency in terms and conditions of this RFP and the KRN Policy and Procedures, the KRN Policy and Procedures shall prevail.


• Karandaaz Pakistan anticipates issuing a Fixed Price Contract in PKR/USD.
• An award will be made based on the Quality and Cost based selection.

• This RFP is only an invitation to the prospective bidders to submit their proposal. It primarily contains indicative terms for the bidders to submit their proposals and does not confer any rights to the bidders. Any information contained in the RFP or provided to the bidders is on the terms and conditions set out in this RFP. Karandaaz Pakistan is providing this RFP without any warranty or representation, express or implied, as to its content, its accuracy or completeness and may at its absolute discretion, but without being under any obligation to do so, update, amend or supplement the information of this RFP. Each bidder shall be responsible for conducting its own investigation and analysis and should check the accuracy, reliability, and completeness of this RFP and where necessary obtain independent advice. In case of conflict between the provisions of this RFP and Addendum(s) to the RFP, the provisions of this RFP shall prevail unless stated otherwise. In case of any conflict between the provisions of this RFP, the decision of Karandaaz Pakistan shall be final regarding the overriding effect of the respective provision.

Both technical and financial proposals must be submitted in a hard copy and in electronic format through
email with the subject “Hiring of a Consulting Firm for XBRL Taxonomy” at [email protected] on 17th February 2026. Bidders must prepare one hard copy of the pre-qualification documents, technical proposal and the financial proposal, and submit each of them in separate sealed envelopes to the attention of ‘The Procurement Department’ 1-E, Ali Plaza, D Chowk,

Mezzanine Floor, Nazimuddin Road, Blue Area, Islamabad. Hard copy of the bids/proposals shall be considered in case of any discrepancy found with the soft copy.

Bidders MUST also submit electronic copies of both technical & financial proposals through email at [email protected]. The electronic copies of the financial proposals must be password protected. Password for the financial proposal will be requested by Karandaaz Pakistan’s procurement department at the time of financial opening only from the technically qualified bidders (if needed).
