Job Description:

The Programme Officer – Implementation will play a key facilitation and coordination role in ensuring effective, timely, and quality implementation of SIF-, IP-, and donor-funded projects. The position will primarily support Punjab-based projects (approximately 70%), while dedicating 30% of time to cross-base coordination, documentation, and reporting to ensure overall programme coherence and compliance.

Working under the supervision of the Program Manager – Implementation, and with matrix support from the Country Program Coordinator, the Programme Officer will act as a bridge between SIF technical teams, Implementing Partners (IPs), and donors, supporting smooth execution across the project cycle. The role requires strong understanding of Project Cycle Management (PCM), Participatory Rural Appraisal (PRA) tools, community mobilization processes, and results-based monitoring.

The Programme Officer will contribute to strengthening partner capacity, ensuring quality documentation, tracking progress against approved PMPs, and supporting evidence-based reporting for informed decision-making.

MAIN RESPONSABILITIES:

Programme Implementation & Coordination

  • Support the Program Manager – Implementation in planning, coordinating, and executing project activities in line with approved proposals, PMPs, and work plans.
  • Facilitate day-to-day coordination with Implementing Partners to ensure smooth implementation and timely achievement of targets.
  • Support Punjab-level project implementation through regular follow-up, coordination, and field-level problem solving.
  • Ensure effective coordination between programme, MEAL, logistics, finance, and supply chain teams for uninterrupted project execution.
  • Track implementation progress and flag risks, delays, or deviations to the Program Manager in a timely manner.

Documentation, Tracking & Reporting (30% Role)

  • Maintain systematic documentation of project activities, outputs, outcomes, and learning across assigned projects.
  • Support development and maintenance of progress tracking tools, activity trackers, and implementation matrices.
  • Review partner progress reports (monthly, quarterly, and final) for quality, consistency, and alignment with indicators.
  • Contribute to donor reporting, internal updates, situation reports, and management briefs as required.
  • Document best practices, lessons learned, challenges, and success stories for institutional learning and donor visibility.

Compliance & Quality Assurance

  • Ensure that SIF teams and partners comply with SIF policies, donor requirements, safeguarding standards, and national regulations.
  • Support partners in understanding and applying compliance, financial accountability, and reporting standards.
  • Conduct desk reviews and follow-ups to ensure corrective actions are implemented where gaps are identified.

Capacity Building & Partner Support

  • Conduct capacity needs assessments of Implementing Partners, particularly in programme management, PCM, PRA tools, reporting, and compliance.
  • Facilitate or support capacity-building sessions on project planning, implementation tracking, reporting, safeguarding, and MEAL.
  • Provide hands-on mentoring and on-the-job support to strengthen partners’ operational and technical capacities.
  • Support community mobilization processes using participatory approaches and PRA tools to ensure inclusive and needs-based programming.

Monitoring, Field Support & MEAL Coordination

  • Conduct regular field visits to monitor activities, verify progress, and assess quality of implementation.
  • Coordinate closely with MEAL teams to support baseline studies, assessments, PDMs, monitoring visits, and evaluations.
  • Support validation of field data and ensure that findings inform programme adjustments and decision-making.

Coordination, Representation & Stakeholder Engagement

  • Support coordination with government departments, local authorities, community structures, and consortium partners as required.
  • Represent SIF in technical working groups, coordination forums, and partner meetings when delegated.
  • Strengthen collaboration between SIF and partners to promote alignment, transparency, and accountability.

Safeguarding, Accountability & Inclusion

  • Ensure child safeguarding, protection, gender equality, and inclusion are mainstreamed across project activities.
  • Promote Accountability to Affected Populations (AAP) through feedback mechanisms, community consultations, and grievance handling.
  • Immediately report and follow up on any safeguarding concerns or incidents in line with SIF policies.

This list is not exhaustive. The Programme Officer may be required to carry out any other duties compatible with the role as assigned by the Supervisor or Field Coordinator.

REQUIREMENTS:

Education

-        Master degree or equalling degree Project Management, Social Sciences or related subject from HEC/Govt. accredited institute.

 

Experience

-        Minimum 3–5 years of experience with NGOs/INGOs in programme implementation, partnership support, capacity building, report writing and monitoring.

-        Strong understanding of compliance, donor requirements, and reporting standards.

Languages

-            Fluency in English and Urdu is required

 

Knowledge

-        Good computer skills; Word, Excel and PowerPoint with great report writing skills.

-        Effective under pressure, results oriented and proactive with the ability to multi-task.

-        Good Interpersonal communication, negotiating and analytical skills.

-        Ability to organise work schedule on regular basis and flexibility; discrete and respectful to confidentiality.

-        Good Team player and motivated to work in remote and uncertain environment respecting standard operating procedures as devised and instructed.
