Job Summary:

The Water & Sanitation Technician is responsible for the technical planning, implementation, and quality assurance of all water, sanitation, and hygiene infrastructure and activities under the emergency response project. The role will ensure safe, accessible, and gender-sensitive WASH services are provided to vulnerable communities affected by floods and in Multan.


Job Responsibilities:

Key Objective 

Task descriptions

Objective # 1:

Technical Planning and Implementation

  • Technical assessment for WASH related infrastructure.
  • Prepare BOQs and technical documents.
  • Oversee installation of:

a)    Project Targeted Water Tanks

b)    Project Targeted Water Stands

c)     Water Chlorination and quality testing

d)    Project Targeted Solid Waste Bins

e)    Project Targeted Temporary/PIT Latrines/VIP

  • Supervise water trucking operations ensuring quality and compliance with daily quantity targets (15L per person/day).
  • Ensure proper use and placement of water testing kits
  • Conduct needs assessments and site identification for WASH infrastructure in coordination with communities and local authorities.

Objective # 2:

Quality Assurance and Field Supervision

  • Ensure infrastructure designs meet humanitarian WASH standards (Sphere, WHO, NDMA).
  • Monitor the work of vendors and contractors for timely and quality construction/installation.
  • Maintain BOQs, technical documentation, and verification reports.
  • Conduct regular field visits to monitor project activities, ensuring alignment with project objectives and standards.
  • Establish real-time data collection mechanisms to track waste collection, processing, and product development metrics.

Objective # 3:

Coordination and Community Engagement

  • Coordinate with local authorities (PHE, Municipal Committees, DDMA) for permissions and alignment with public health planning.
  • Support Hygiene Promoters in integrating hardware and software components (e.g., joint hygiene promotion near latrines and tanks).
  • Engage communities in planning, maintenance, and sustainability of WASH facilities.

Objective # 4:

Reporting and Documentation

  • Submit weekly WASH activity updates to the Project Manager.
  • Document field visits, installation reports, and beneficiary feedback.
  • Maintain asset tracking for all installed WASH hardware.

Job Specifications:

Education:

  • Bachelors in Civil Engineering, Environmental Engineering, or related field.

Work Experience:

  • Minimum 3 years in humanitarian project management, with proven field-level leadership.
  • At least 1 years of field experience in emergency response and anticipatory actions.

Skills and Competencies:

  • Field supervision and construction monitoring
  • Familiarity with WASH-related national and global standards
  • Ability to communicate clearly with communities and stakeholders
  • Commitment to inclusion, protection, and accountability
  • Effective communication and report-writing skills in Urdu and Saraiki.
