To reinforce our Programme team, we are looking for a Programme Officer in Pakistan.

The position is a full-time position (40 h/week).

This position is only filled locally with contractual conditions of the respective country. An expatriation is not intended. 

These are your responsibilities

Project Development

  • Responsible for the development of project ideas, project design; concept note, log frame, proposal narrative and activities for budget planning.
  • Identify Partners in alignment with Country Director, Fundraising teams and Initiative.
  • Collaborate with and support the Partner Portfolio team in planning and conducting partner assessments and addressing identified gaps related to programmes and governance.
  • Preparation and onboarding of partner (Kick-off workshops; explanation of CBM's and donor specific tools, processes, and reporting calendar).

Partner Capacity Building

  • Conduct Partner Programmatic Capacity building events/trainings.
  • Support the Country Director in bi-annual/annual review meetings with multiple partners.

Project Coordination & Quality Assurance

  • Coordinate with partners on agreed activities and timelines, ensuring delivery as planned.
  • Manage budget and/or activity change requests, analyse deviations, and liaise with partners and internal divisions.

Monitoring, Evaluation and Learning

  • Conduct monitoring visits to partners (remote or on-site). Prepare ToRs, review documents, meet stakeholders, draft monitoring reports, and follow up on agreed actions.
  • Develop ToRs and recruit consultants for evaluations; capture and disseminate learnings.
  • Manage documentation, dissemination, and representation of learnings and best practices internally and externally.

Reporting & Audit

  • Review and finalize all programmatic and financial reports.
  • Ensure donor compliance and organizational standards in reporting.
  • Support audit processes and follow up on governance-related actions.

Compliance & Risk Management

  • Identify risks, prepare mitigation plans, and monitor follow-up.
  • Ensure implementing partners have programmatic systems, processes, and capacities in place to guarantee compliance with CBM requirements.

Project Administration in ERP System (PROMIS/NGO Online)

  • Set up projects in PROMIS and ensure timely updates.
  • Manage forecasting, budget adjustments, cost plan revisions, and reporting uploads.

Internal Alignment & External Stakeholder Management

  • Ensure alignment with internal stakeholders.
  • Represent CBM on behalf of the Country Director with external stakeholders when delegated.

These are your qualifications

Education:

  • Bachelor’s or Master’s degree in Project Management, International Development, or equivalent.

Experience:

  • At least 2 years of experience in project management within the I/NGO sector, or equivalent.

Key Skills:

  • Project and Program Management (planning, execution, monitoring).
  • Knowledge of project management tools (iPCM, Log frame, monitoring tools).
  • Budget Management and Financial Accountability.
  • Data Analysis and Forecasting.
  • Excellent communication and interpersonal skills.
  • Strong problem-solving ability and attention to detail.
  • Cultural sensitivity and adaptability.
  • Professional proficiency in English (local language highly appreciated).
