Consultancy: Development of Digital Media Stories, TV Reports, and Radio Programs

1. Background and Context

The Parliamentarians Commission for Human Rights (PCHR) invites applications from qualified consultants or firms to produce high-quality digital media stories, television reports, and radio programs.

This consultancy aims to strengthen public awareness and advocacy for human rights through compelling multimedia storytelling that highlights key issues, amplifies voices from the ground, and encourages informed civic engagement and policy dialogue.

2. Objectives

The primary objectives of this consultancy are:

  • Develop evidence-based, human-centered multimedia narratives that convey complex human rights issues in an engaging and relatable manner.
  • Produce accessible, culturally sensitive content optimized for digital, television, and radio platforms to ensure maximum visibility and impact.
  • Collaborate with local communities, experts, and parliamentarians to ensure authenticity, inclusivity, and alignment with human rights values.
  • Propose monitoring and engagement metrics to assess audience reach, resonance, and impact.

3. Scope of Work

The consultant will undertake the following key activities:

3.1 Research and Planning

  • Conduct desk and field research (up to [e.g., five days]) to identify relevant stories, interviewees, and supporting data aligned with [specific human rights theme].
  • Develop a content calendar and storyboard outlines for [e.g., five digital stories, three TV reports, and four radio programs].
  • Coordinate closely with the PCHR team for thematic validation, script approvals, and logistical arrangements.

3.2 Content Production

  • Digital Media Stories: Produce 2–5-minutes short 12 digital media stories videos incorporating visuals, interviews, and infographics optimized for platforms such as YouTube, Instagram, and TikTok.
  • TV Reports: Develop 5–10-minute  4 television reports with scripting, narration, B-roll, and editing suitable for national or regional broadcast.
  • Radio Programs: Create 10–15-minutes 3 audio programs with interviews, narration, and background sound, formatted for syndication across community and national radio stations.

All content must adhere to PCHR branding, ethical production standards (including informed consent), and accessibility requirements such as subtitles and transcripts.

3.3 Post-Production and Dissemination Support

  • Finalize all content following iterative feedback from PCHR.
  • Provide distribution and optimization recommendations, including SEO tags, social media hashtags, and potential media partnerships.
  • Develop a brief impact assessment plan with indicative engagement metrics (e.g., reach, views, shares, listener numbers).

The consultant will not be responsible for content dissemination but will deliver materials ready for deployment.

5. Duration and Timeline

The consultancy duration will be one month from the date of the contract.

6. Qualifications and Experience

The ideal consultant should possess:

  • A minimum of 2 years of professional experience in multimedia production, including digital storytelling, TV journalism, and radio broadcasting.
  •  Demonstrated experience in human rights, governance, or social issue reporting, including on-site fieldwork and community engagement.
  • Proven skills in research, scripting, and multimedia editing (Adobe Premiere, Audacity, or equivalent software).
  • Strong communication, coordination, and project management skills.
  • Fluency in [languages, e.g., English and Arabic].
  • A Bachelor’s degree in Journalism, Media Studies, Communications, or a related discipline (Master’s preferred).
  • Availability for travel and field assignments if required.

7. Reporting and Coordination

  • The consultant will report directly to the Media and Communications Director (or designated focal point) at PCHR.
  • Bi-weekly coordination meetings (virtual or in-person) will be held to monitor progress.
  • All submissions and correspondence will be managed through [e.g., email or a shared online workspace].
  • All intellectual property rights for produced materials will be retained by PCHR.

9. Application Process

Interested candidates or firms should submit the following:

  • A technical proposal (maximum 5 pages) outlining methodology, approach, and implementation timeline.
  • A financial proposal detailing the budget.
  • An up-to-date CV/resume and three relevant work samples (links or files).
  • Two professional references from similar assignments.
