1. Purpose
To design and implement website (03 Universities) that ensures equitable access to digital content, services and student portals for users, including those with disabilities, in line with Web Content Accessibility Guidelines and relevant national accessibility laws.
2. Objectives
-
Comply with international accessibility standards (WCAG Level AA or higher).

Support diverse student populations, including those with visual and auditory impairments.

Ensure compatibility with assistive technologies (e.g., screen readers, braille displays, etc.
-
Assist in promotion of inclusive access to academic resources, admissions, and student portals.
3. Scope of Work
The consultant will:
-
Conduct one-to-one meetings with IT focal persons of the Universities and users.
-
Conduct an accessibility audit of the 03 website.
-
Conduct meetings with persons with disabilities (with a specific form of disability) to assess the real needs and challenges while navigating the website of each university.

Redesign or enhance the website to include:
-
Keyboard navigation and skip links
-
Alt text for all images and media
-
Alignment, colour emphasis, line & length, table
-
Captioning and transcripts for video/audio content
-
High-contrast themes and scalable fonts
-
Accessible forms and document downloads
-
Mobile responsiveness and plain language content
-
Screen order accessibility, including reading order, headings, etc.

Provide training for IT staff.
4. Deliverables
-
Accessibility audit report and recommendations
-
Wireframes and design prototypes
-
Fully developed and tested accessible website (WCAG guidelines)
-
Conduct post-web development feedback from the end user (Person with disabilities) and incorporate any changes to ensure accessibility at the required standards.

Provide in-person or virtual orientation to the concerned IT officials of universities for backend support (in case of maintenance)
5. Timeline
Estimated duration of assignment: 08 weeks, including:

6. Required Expertise
-
Experience in web design and development.

Knowledge of WCAG, ARIA, and assistive tech

Proficiency in HTML, CSS, JavaScript, and CMS platforms
