Job Profile

This role involves overseeing project activities, ensuring they meet budget, timeline, quality, and donor requirements. It involves maintaining positive relations with stakeholders, ensuring sound administrative practices, managing staff, monitoring progress, and providing guidance.

Key Responsibilities

Program Management

  • Overall responsibility for project activities to ensure they are achieved as per the agreed budget, timeline, quality and donor requirements.
  • Serve as the primary point of contact with organization Program Manager and Country Director with regard the day-to- day implementation and management matters relating to the project.
  • Maintain positive relations and reputation for organization.
  • Ensures sound administrative practices with regard to record keeping, compliance with donor/organization regulations, reporting requirements, communications, and overall audit compliance.
  • Oversee and manage all staff working for the program and provide guidance, including technical, and capacity building to staff on all issues related to quality program implementation.
  • Ensure monitoring, evaluating and documenting progress of program implementation against log frames and workplans.
  • Ensure that activities are on track, including developing and implementing course correction solutions as necessary.
  • Provide overall guidance and direction focusing the program team on achieving agreed targets and long-term strategic objectives.
  • Establish and maintain systems for program operations in accordance with organization policies and procedures.
  • Oversee the preparation and submission of technical reports   to   Organization-RSO (Regional Support Office) as per the grant agreement.
  • Participate in interagency coordination meetings and NGO sector coordination groups and identify areas for coordination, collaboration and expansion.

Program Planning, Development, and Resource Acquisition

  • Work with the PM and CD in developing medium and long-range country strategic plans maintaining program focus in areas congruent with organization program objectives and core sectors, directly building upon the initial reengagement program
  • In collaboration with Regional PD Manager and country staff, lead and ensure that preparation of funding proposals that are of the highest quality and closely responsive to donor requirements
  • Work with the Communications and PD Officer to draft parts of funding proposals and budgets
  • Track funding and program trends to understand specific donor priorities and resources
  • Pursue new opportunities for program growth and start-up, in coordination with relevant country, regional and GSO Program Development, and Program Department
  • Assess other organization’s activities to identify geographic or sector gaps and to map competitors.
  • Supervise and plan assessments, field research, and data collection in support of program design
  • In coordination with the Global Emergency Director, PM and CD, facilitate all aspects emergency and disaster response, including internal and external inter-agency coordination at the country level, networking with donors and authorities, conducting emergency assessments, leading the design and drafting of proposals, and re-allocation of country staff and assets as appropriate.

External Representation 

  • Maintain an appropriate image of organization to all external entities and protect organization interests and assets
  • Build and maintain best possible relations with relevant government and civil society authorities and ensure organization registration, permits, and clearances are all up to date and enable effective program implementation
  • Conduct effective ongoing liaison with donors, NGOs, UN and relevant stakeholders amongst government and civil society
  • Represent organization by active participation in meetings of the humanitarian and development community
  • Serve as a link, along with relevant country staff, between organization and project counterparts and partners
  • Participate in monthly PHF meetings and as member of the ExCom as required in CD’s absence
  • Deputize for the CD in her/his absence.
  • Perform other duties as needed.

Person Specification

Essential criteria

  • Master's degree in a relevant field (education, humanitarian response, social sciences) with commensurate work experience
  • Minimum of  five years professional experience in lead management implementing education in emergency response programs in fragile settings, preferably in Pakistan
  • Minimum of five years professional experience in the Education sector
  • Experience of implementing and quality assuring, education and livelihood sector are teacher desirable
  • Experience of effectively managing NGO partners
  • Extensive experience in building donor networks and relationships
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required
  • Strong English writing skills required
