Consultancy Services to Review and Enhance the Curricula and Tools Used by Community Lady Health Workers (LHWs), and LHS in Lodhran

1. Organization Background

Doaba Foundation is a non-profit civil society organization committed to empowering disaster-prone communities to become self-sufficient and resilient. Registered with the Securities and Exchange Commission of Pakistan (SECP) under Section 42 of the Companies Act, 2017, Doaba Foundation has been certified by the Pakistan Centre for Philanthropy (PCP) since 2000. Currently, Doaba is implementing a “Public Health and WASH in HCF” project in District Lodhran, with funding support from WaterAid.

2. Project Goals

The project seeks to reduce the disease burden and promote health and well-being in District Lodhran, Punjab Province, with two primary objectives:

  1. Establish climate-resilient, inclusive, and gender-responsive WASH-friendly healthcare facilities.
  2. Engage stakeholders through evidence and knowledge management to replicate and scale gender-responsive WASH models in healthcare facilities.

Key outputs include:

  • Strengthening women-led social structures for gender-responsive CRIS WASH and health services at the district and provincial levels.
  • Demonstrating gender-responsive public health and WASH interventions at a targeted healthcare facility in Lodhran.
  • Raising awareness among multi-stakeholders to encourage replication of these models for Health and CRIS WASH.

3. Objective of the Consultancy

This consultancy aims to conduct a user-centered review of the LHW/LHS curriculum in Punjab to assess its current coverage of Climate Resilient and Gender Inclusive WASH topics and identify areas for further integration.

4. Scope of Work

The consultant/firm will:

  1. Review and analyze the current LHW/LHS curriculum from the Punjab Health Department, with a focus on WASH, climate resilience, and gender inclusivity.
  2. Design and implement a user-centered research methodology to gather insights from LHWs about the practical relevance and application of their training, particularly in WASH, climate resilience, and gender-sensitive approaches.
  3. Identify gaps and areas for improvement in the curriculum.
  4. Provide technical recommendations to enhance the curriculum to meet current and future needs.

5. Key Deliverables

The consultant/firm/individual is responsible for:

  1. Conducting a desk review and holding meetings with key stakeholders.
  2. Analyzing the LHW/LHS curriculum and related training materials from Punjab.
  3. Performing a user-centered review of the curriculum.
  4. Conducting a gap analysis by comparing the curriculum content with practical challenges faced by LHWs/LHSs, particularly in WASH, climate resilience, and gender-sensitive practices.
  5. Delivering a detailed report on the findings, highlighting gaps in WASH, climate resilience, and gender sensitivity.
  6. Preparing a summary presentation with key findings and recommendations for relevant stakeholders, including health department officials.

6. Eligibility Criteria

Relevance and Experience
Eligible applicants (firms, organizations, or individual consultants) should have:

  1. A minimum of 3 years of relevant experience in health program evaluations, particularly in community/lady health worker programs.
  2. Experience in curriculum development, assessment, and evaluation.
  3. Knowledge of WASH, climate resilience, and gender sensitivity in public health contexts.
  4. Demonstrated experience with user-centered research methodologies.

Education

  1. A Master’s degree in Public Health, Health Policy/Systems Management, or a related field (MPH preferred).
  2. Profiles/CVs of key staff, indicating expertise in curriculum evaluation, WASH, and health system strengthening.

7. Selection Criteria

Applicants will be evaluated based on:

  1. Financial proposal: 35%
  2. Technical proposal alignment with ToRs: 30%
  3. Relevant past experience and material provision: 15%
  4. HR competency and timely deliverables: 20%

9. Timeline

The assignment is scheduled to start on November 24, 2024, and conclude on November 30, 2024. Applicants should submit a work plan or work breakdown structure along with their technical and financial proposals.
